As I said, unless my memory is failing me (entirely possible), Assetbar strips did not have alt text attached to them at all . Thus: people who took the time to go to the main site, find the alt text on the proper strip, and transcribe it over here were performing a service for their fellow fans equivalent to that of Ms. Xiaomimi, who posts links to blog posts at the appropriate dates.

It's a command that sends text to people on your network. If you're in a room of people on the same LAN you could theoretically send a message to anyone which would be displayed as a pop up dialog which could appear to be an error or such as an important system message.
